Seynabou Dialo is a Senior Public Financial Management (PFM) expert and Development Economist with over 23 years of experience in economic analysis, public finance reform, donor coordination, and governance programming across West Africa. Proven track record of advising governments on budgeting, fiscal policy, debt management, and results-based public finance reforms; leading multi-donor programs; and delivering high-quality analytical reports in French and English. Experienced in stakeholder engagement at the highest levels, capacity building, and technical assistance design. Strong quantitative and qualitative skills with applied knowledge of macro-fiscal analysis, PFM systems, and aid effectiveness frameworks.
Ms. Dialo holds a Bachelor’s Degree in Economic Policy Analysis and a Master’s Degree in Statistical and Econometrics Analysis from Cheikh Anta Diop University as well as a post-graduate degree in Economic Policy Management from UN African Institute for Economic Development and Planning (IDEP).
